I have the honour to address you on the

subject of telegraphy and telephony in this Colony.

These matters are at present covered by

the following laws and regulations :-

Telegraphic Messages Ordinance 1894

Wireless Telegraphy Ordinance 1926

and Regulations made thereunder (G.N.

375 of 18th July, 1929, 625 of 29th

November, 1929, 619 of 4th October,

1930 and 404 of 24th June, 1932) and

the Telephone Ordinances of 1925 and

1930.

copies of which are attached. I enclose also the

draft of a bill dealing with teleprinting, teletyping

and telephotography.

This bill was drafted to meet the situation

created by the installation by the Hong Kong Telephone

Company of teleprinters for certain of its subscribers

and to counteract the danger that the Company might by

this means and with the aid of its trunk line to Canton

establish what would in effect be a telegraph service.
